Kristian Colletis-Wahl holds a PhD in Industrial Economics from Paris-Saclay University. He is a Senior Lecturer in Economics and Evaluation at the University of Savoie Mont-Blanc and an Associate Principal Consultant at Technopolis France. He has been an evaluation consultant for over 25 years, and a trainer in evaluation for the European Commission, the World Bank, and the European Court of Auditors. He provides government training and teaches in master’s programs focused on evaluation (National School of Administration, Paris Panthéon-Sorbonne University, AgroParisTech, University of Savoie Mont-Blanc). His areas of expertise include impact evaluation, evaluation methodology, regional economics, smart specialisation, and democratic participation in public decision-making.

After studying economics at UPMF in Grenoble and Paris-Saclay University, Kristian began his career as a consultant at Reverdy Associés (1992-1995), where he evaluated the impacts of technological and european structural policies. He worked as a research fellow at IFSTTAR (1995-2005), where he developed impact evaluation methodologies for major transport infrastructures (airports, high-speed rail networks, highway networks) and socio-economic impact observatories for the French Ministry of environment, the European Commission, and French regions. Kristian was a Principal Consultant at Eureval (1997-2014), contributing to the development of impact evaluation methods for European Structural Funds (DG REGIO, DG AGRI, DG MOVE), producing methodological guides (MEANS), leading evaluations, and providing training for the European Commission, various governments, and the European Court of Auditors. He also served as scientific secretary and was a member of European High-Level Expert Groups devoted to transport infrastructure evaluation.

Since 2005, Kristian is a Senior Lecturer at the University of Savoie Mont-Blanc and a Research Fellow at IREGE, while continuing to collaborate with EUREVAL and consultancy firms such as SNC Lavallin, DMI International, Pluricité, Espacité, Learning Avenue, and Vizéa. He works on evaluation missions, training, and expert assignments at local, national (Bpifrance), European (Community of practice – W6 S3 CoP) and international levels, notably for the Presidency of Côte d’Ivoire and the French Development Agency (AFD).
