Paul Delivet is a Senior Consultant for Technopolis Africa, the regional subsidiaries of Technopolis Group based in Abidjan, Côte d’Ivoire. He works at the crossroads of public policy, international cooperation, and economic development, with experience across Africa and Europe.
At Technopolis Africa, Paul contributes to evaluation and advisory projects that strengthen institutional capacities, foster innovation and entrepreneurship, and support policy reforms in areas such as private sector development, green transitions, and governance. He applies rigorous analytical methods — including stakeholder mapping, strategic foresight, policy evaluation, and organizational diagnostics — to deliver actionable strategies and evidence-based recommendations.
He has contributed to major assignments for international organizations such as the European Commission, the United Nations Industrial Development Organization (UNIDO), and the African Development Bank (AfDB). His work covers innovation ecosystem development, youth entrepreneurship, and regional industrial and energy transitions. Paul has conducted field studies and participatory consultations across several African countries, supporting the design and evaluation of multi-stakeholder programs.
Before joining Technopolis, Paul worked at BearingPoint as a Senior Strategy and Transformation Consultant, where he advised governments, development partners, and private sector actors on strategic planning, institutional reform, and digital transformation. He led major assignments for the Economic Development Board of Madagascar (EDBM) and the Telecommunications Regulatory Authority (ARTEC), supporting governance modernization and investment promotion initiatives. In parallel, he contributed to thought leadership on financial inclusion and Central Bank Digital Currencies (CBDCs) through publications and advisory work across African markets.
Earlier in his career, he worked with Groupe Alpha (Secafi) on socio-economic diagnostics and employment policy in France, and with Investisseurs & Partenaires (I&P) on ESG and impact assessments for African SMEs.
Paul holds a Master’s degree in Applied Geoeconomics from Sciences Po Bordeaux and is fluent in French and English. His work reflects a commitment to evidence-based policymaking & inclusive economic growth across diverse contexts.
