Robert van der Vooren is one of Netherlands most experienced open science experts. Robert has a Masters in public administration at Twente University. He started his career at a university medical center as executive board advisor and (project) manager. 

Since 2014 his primary focus is on universities, in particular research policy and management. In 2014 he was appointed interim director research and valorization at the Dutch Universities Association VSNU. In this capacity he contributed to the National 2025 Vision for Science and coordinated a university cost-benefit study. In 2015 Robert was appointed national program manager open access: a bold plan to pursue open access to scholarly articles by means of a unique bargaining model. Within two years the share of open access scholarly articles doubled. The Dutch approach has internationally been labeled a ‘gamechanger’. 

During the Dutch presidency of the European Union Robert had an active role preparing the Amsterdam Call for Action on Open Access. In 2017 he became program manager research data management at the Radboud University. To improve the quality of research he contributed to a data culture borne by the research community. In 2018 he was appointed special member of the open science group of the European Universities Association. Over the past  years Robert worked as independent open science consultant for various clients throughout Europe.
