Tomas van den Broeke is a Consultant at Technopolis BV in Amsterdam, conducting research and consultancy work focused on innovation, science policy, digital policy, education systems and international cooperation. Tomas has over 5 years of experience on the interface of research and policy, conducting projects primarily for the European Commission and Flemish and Dutch governmental institutes, but also a range of ministries/departments in Africa and North America, NGO’s, international organisations and knowledge institutes. This has provided Tomas with broad and in-depth knowledge of national and international science and innovation policies.

Tomas is involved in studies as both project leader and team member. These projects usually concern policy designs, evaluations or impact analyses, and often applied methods include peer reviews, portfolio analysis, case studies, interviews, focus groups and surveys. He has also applied foresight methods such as Delphi in his studies. In addition, Tomas has organised various workshops for policy makers, researchers and managers of knowledge institutes.

Recent projects that Tomas was involved in includes the interim evaluation of the Digital Europe Programme and the (peer review) evaluation – commissioned by the Ministry of Economic Affairs – of the 5 applied research organisations of the Netherlands (‘TO2’).

Prior to working at Technopolis, Tomas has worked as a project leader for ScienceWorks, a project- and consultancy firm that serves as an intermediary between government, knowledge institutes and industry, and the AESIS Network, an international not-for-profit network dedicated to advancing and evaluating the societal impact of science. With these organisations, he developed an impact framework for the council of the Flemish University of Applied Sciences (VLHORA), and organised and coordinated workshops with KU Leuven and Leiden University, on how to involve stakeholders and entrepreneurs in research programmes (with the aim of generating more societal impact).

Tomas holds two Masters (in Political Science and in Philosophy) from Leiden University, a Bachelor in Philosophy from Utrecht University and has spent a semester abroad at the University of Western Cape (South Africa). He is fluent in Dutch and English and has basic knowledge of German.
