Dovydas has been a Principal Consultant for the Brussels office of Technopolis Group since 2023. He has a strong background in the fields of EU research & innovation and higher education policy, particularly focusing on the mobility of researchers, human research capacity development and the EU framework programmes for research and innovation.

Dovydas has extensive experience in applying a wide range of analytical and data collection methods, including designing qualitative and quantitative indicators, developing, testing, and conducting survey programmes, interviews, organisation and facilitation of focus group events and policy workshops, case studies, literature review, data triangulation, statistical analysis and social network analysis.

Dovydas has more than 12 years of experience in EU policy analysis and evaluation. Before joining Technopolis Group, has been involved in a number of complex EU policy, agency and programme evaluations and studies. The most recent projects he worked on include Evaluation study on Excellent Science in the European Framework Programmes for Research and Innovation, Assessment of the Instruments, Deliverables, Results, and Impact of University Business Cooperation, Study on Monitoring Policies on Open Access Monitoring in Horizon 2020, MORE IV study supporting data collection and analysis concerning mobility patterns and career paths of researchers, and Data gathering and information for the 2018 European Research Area progress report.

He holds a PhD degree in philosophy from Vilnius University, a master’s degree in political sociology from the London School of Economics and Political Science and a bachelor’s degree in political science from Vilnius University.
