Rebecca Allinson is a Managing Partner at Technopolis and is responsible for projects/work in the field of International, European and UK public policy, specifically related to Education, Research, Innovation and Enterprise Policy This includes research, project management and evaluation. Rebecca has both evaluated and taught evaluation theory and practice. Rebecca’s work in the last few years has concentrated on issues of the interplay between education, research and innovation. Rebecca works for a number of key international organisations including the European Commission, UNESCO, MCF as well as many national government departments with responsibility for education, enterprise and international development (FCDO). Studies include issues of the STI systems, entrepreneurial university, entrepreneurship skills, university business cooperation, SME mobility schemes, business support, learning, skills and competences.

Current and recent work includes a mapping of STEM (Science, Technology, Engineering and Mathematics) across schools in Europe for the European Commission (from early childhood through to upper secondary), the evaluation of Global Partnerships for Education (World Bank / GPE), a study on the contribution of higher education partnerships to the SDGs (British Council), moderator for the series of HEInnovate webinars (DG EAC), a study on data (including digital) skills needs for higher education researchers (ESRC), the evaluation of an evidence centre for widening participation in HE (OfS), and support for the work of the knowledge ecosystems on the Higher Education Transformation Agenda (DG RTD).

Rebecca is also currently director on a piece of work for the Royal Society on public engagement of researchers and has recently completed a piece of work for Research England on “people, culture and environment” indicators for the REF (Research Excellence Framework).

Other work includes the evaluation of AIMS, the African Institute for Mathematical Sciences (Mastercard Foundation), the evaluation of the African Leadership Academy (South Africa, (a secondary school for exceptional students from across the continent). Rebecca has also evaluated Erasmus+ (European Commission), and the SPHEIR programme (strategic partnerships for higher education, innovation and reform) for the FCDO,

Rebecca is primarily a project manager and qualitative practitioner with over 20 years experience in setting up evaluations and using techniques such as logic models, interviews, focus groups, case studies and analysis and reporting.

Before joining Technopolis Group, she worked as a Senior Research Manager at ECOTEC Research and Consulting Ltd. Rebecca holds a Masters in Silicon Chemistry from the University of Bordeaux and a BSc (Hons) Biological Chemistry from King’s College London.
