Dr. Florian Berger is Co-Managing Partner of Technopolis Germany, based in Berlin. He has over 15 years of experience in higher education, science, and innovation policy, as well as in the philanthropic sector. His focus is on research collaborations between universities and business, knowledge transfer between academia and industry, and the career paths of researchers. He has been involved in numerous studies addressing key questions in German and European innovation policy, particularly in the field of public innovation support. His expertise in this area covers various aspects of funding instruments and regulatory frameworks within innovation systems, such as intellectual property rights and standardization.
Currently, he leads a consortium for monitoring the prominent BMBF initiative DATIpilot, a project on the German Agency for Disruptive Innovation (SPRIND), as well as initiatives focused on recruiting professors and promoting gender equality in higher education (FH-Personal, Berlin Equal Opportunity Program).
In the past, he has been involved in various other evaluations, strategic audits, and studies on funding programmes on the national level in Germany and other countries. Additionally, he was responsible for studies on European higher education and education policy initiatives, including the European Strategy for Universities, ET 2020, and European University Alliances, commissioned by DG EAC, DG RTD, and other entities. Moreover, he works on digital policy topics and has interfaces with the green economy sector. His work in this area has included research on a large cybersecurity funding programme and the development of strategic options for a green economy think tank in Germany.
More recently, he has also led several evaluation projects for private foundations in Germany, including the Mercator Foundation, the Volkswagen Foundation, and the Carl Zeiss Foundation.
Florian has extensive experience in project management, ranging from small-scale studies to multi-year projects with multiple partners for national and international organizations. He has chaired and moderated various expert panels and peer-review committees and has also served as a member of audit panels in the higher education sector.
He completed his doctorate in innovation economics at Technical University of Berlin. Before joining Technopolis, he worked for at Stifterverband für die Deutsche Wissenschaft. In addition to his projects, Florian has published in leading journals on research and innovation policy, including Research Policy, the Journal of Technology Transfer, and the Journal of Economics and Statistics.
