Fernanda is a Senior Consultant at Technopolis, specialising in energy policy, sustainable transitions, and innovation for sustainability. She has supported organisations across Latin America, the United Kingdom, and Europe, including the Inter-American Development Bank (IDB), the UK Department for Energy Security and Net Zero (DESNZ), the Department for Environment, Food and Rural Affairs (DEFRA), Innovate UK, and the European Commission. 

Drawing on a range of research methods — including participatory workshops, interviews, surveys, case studies, and literature reviews — Fernanda has delivered robust, high-quality insights. At Technopolis, she has contributed to several theory-based evaluations and supported the development of evaluation tools and monitoring frameworks, such as a complex-aware theory of change for DEFRA and an indicator framework for the Office for Product Safety and Standards (OPSS). 

She is currently Deputy Manager for the evaluation of the Flexibility Innovation Programme for DESNZ. Her previous projects include the process and impact evaluations of the Cpacity Market Scheme, the Modern Energy Partners Programme and the Hydrogen for Heating (Hy4Heat) Programme, as well as the assessment of the Domestic and Non-Domestic Demand Side Response competition (ND-DDSR). She also led the evaluation of climate action within the PEACE PLUS Programme (Ireland and Northern Ireland) for the European Commission. 

Before joining Technopolis, Fernanda worked on energy security and energy efficiency at the Mexico City Secretariat of Energy and the Mexico City Department of Justice. Her Master’s dissertation focused on energy transitions in rural and indigenous communities in Mexico. 

Fernanda holds an MSc in Energy Policy for Sustainability from the University of Sussex and a BSc in Environmental Science from the National Autonomous University of Mexico. During her undergraduate studies, she completed an exchange semester at the Institute of Natural Resources Management at the Universidad de La Frontera in Chile. She is fluent in Spanish and English.
